it would seem that Obama winning the Nobel Peace prize represents a vote of confidence from Europe

Actually, it's a vote of confidence from the Nobel committee which represents the European Left.

The significant thing though is that giving this to award to Obama does not even adhere to the guidelines set by those who set up the award, because Obama has not done anything to promote peace...

As described in Nobel's will, one part was dedicated to "the person who shall have done the most or the best work for fraternity between nations, for the abolition or reduction of standing armies and for the holding and promotion of peace congresses".

He has done none of those things especially as he is escalating the war in Afghanistan and threatening Iran.
