Are the business owners required to pay tax on these transactions? Taxes are based on US dollars. In fact the chiropractor would be hard pressed to pay tax on an apple pie.

Is this what the "amounts in consideration for property" phrase the "health reform" bill added to the list of things requiring a 1099 are meant to capture?

This phrase gets inserted after "wages" in IRS code section 6041 (a).

If not, I am curious as to what adding that phrase is meant for.
